Dr. Jinky Bornales is one of the second batch of participants for the CHED’s Philippine Higher Education Career System (Phil-HECS) Executive Development Program (EDP) which started in July 19, 2017 and culminates in October 19. The program is designed to engage SUC executives and enhance their competencies to prepare them for increased roles in the improvement of the public higher education sector in the country.
CHED launched the Phil-HECS as the professional advancement and career management system for senior executives in SUCs towards the institution of the Roster of Higher Education Career Officers (HECO). HECOs shall be primary candidates for selection for presidency in the appointment to Philippine SUCs.
As provided for by CHED, the participation in the EDP is done on official time, thus entitling Bornales her salary and benefits for the full duration of the program. An Officer-in–Charge to the OVCRE is designated to temporarily takeover the responsibilities in the interim. This allows Dr. Bornales to give her full attention and concentration to the program.
Bornales is slated to present and defend the HIT Plan of the Institute on October 19 in a three-day colloquium of the Phil-HECS- EDP. Chancellor Sukarno D. Tanggol is invited by DAP to sit in the evaluation panel during the colloquium.
The Development Academy of the Philippines (DAP) has invited Chancellor Sukarno D. Tanggol to sit in the evaluation panel for the presentation and defense of the Higher Education Innovation and Transformation (HIT) Plan of the Institute which will be done by Vice Chancellor for Research and Extension Dr. Jinky Bornales on October 19, 2017.
The HIT plan is a final requirement in the Executive Development Program (EDP), which is one of the capacity development tracks pursued under the Philippine Higher Education Career System (Phil-HECS). The other track is the Presidential Leadership Program. The HIT Plan will be presented in a three-day colloquium aimed at providing opportunities for candidates to demonstrate progress they have made towards becoming more insightful and responsive leaders of state universities and colleges in the country.
DAP has received directives from the Commission on Higher Education’s (CHED) to provide technical assistance in the design and operation of the Phil-HECS as part of the Higher Education Reform Agenda to enhance internal governance of SUCs. Phil-HECS is designed to establish and maintain a pool of qualified public higher education executives who will initiate reform and advancement that will elevate SUCs to international standards and boost their reputation.
