MOVEMENTS: Bari’s term ends; Almarez to OVCAF and Alagao to OVCPD

by Christine Godinez Ortega

Dr. David N. Almarez, former Vice Chancellor for Planning and Development (VCPD) and Dr. Feliciano B. Alagao, former Dean of the College of Engineering (COE) were designated Acting Vice Chancellor for Administration and Finance (VCAF), and Acting Vice Chancellor for Planning and Development respectively.

Alagao replaces Almarez as VCPD while Almarez takes over the office held by Dr. Polaus M. Bari, the immediate past Vice Chancellor for Administration and Finance whose term expired on March 31, 2014.

Bari served two terms as VCAF under two Chancellors, Dr. Marcelo P. Salazar and the incumbent, Dr. Sukarno D. Tanggol.

During simple turnover ceremonies on March 31, 2014 at the Institute Boardroom, Tanggol profusely thanked Bari for his services, and announced that Bari, who held the item “Engineer III” will join the College of Business Administration and Accountancy (CBAA) with the rank of Associate Professor IV.

In his remarks, Tanggol said Bari had been a leader in all areas of administration maintaining excellent operations within the Institute. He talked about the Board of Regents (BOR) studying further “fall back positions” for those holding administrative positions with fixed terms such as Presidents, Vice Chancellors, and Assistant Vice Chancellors.

Tanggol emphasized that designating Vice Chancellors meant that candidates “must have the credentials” and the ability “to transcend personal interests” even as “they maintain balance as team players” for the smooth operations of the Institute.

Bari thanked Institute officials, and the OVCAF staff, that rendered a song number for him, for being supportive throughout his term that ran seven years. With ‘mixed emotions’ he bid everyone goodbye as he also thanked Tanggol for his ‘trust and confidence in me.”

Alagao promised to do his best in “taking charge of my duties” as he graciously accepted the ‘big challenge’ of having been designated Acting VCPD. He said “this is all about us”. In other words, he said, in his “desire to serve and to achieve”, he will encourage teamwork during his stewardship at the OVCPD.

Alagao finished his BS in Mechanical Engineering cum laude at the MSU main campus in 1978; his MS at the UP Diliman in 1983; and, his Ph.D. at the Royal Melbourne Institute of Technology University in 1995. He has published his papers in international journals and was awarded a research fellowship at the University of Texas at El Paso. He served as Dean of the MSU-IIT COE in 2006-2013.

Almarez, for his part, urged everyone to continue the good policies practiced in the Institute for the sake of the ‘clients that we serve’ and continue the manner that clients ‘expect from us.’

Almarez, in his acceptance speech briefly went over what are expected of leaders in government that included the continuing monitoring and evaluation of their performance as befitting employees of government. He expressed the wish, among others, to have a clean, eco-friendly campus, to seek ISO accreditation, and to be committed to the key result areas that were taken up during the Institute-wide strategic planning activities.

Almarez took his AB degree and his Masters in Public Administration at the MSU main campus and his Doctor in Management at the Capitol University. He is a professor of the Department of Political Science, College of Arts & Social Sciences (CASS). – Christine Godinez Ortega, OPI
