MSU-IIT condemns a fake news video targeting Senator Antonio Trillanes III that features a false title and a manipulated/doctored preview photo (thumbnail) that also seems to connect Chancellor Sukarno D. Tanggol with the alleged criminal conspiracy between Trillanes and the Maute patriarch, Cayamora.
The thumbnail used by the video actually consisted of two separate images: one of Cayamora Maute and the other of the Senator having his picture taken with Chancellor Tanggol and other MSU officials during the 2013 MSU-Marawi commencement ceremonies.

The merging of the two photos was clearly done to frame the issue of Trillanes allegedly providing arms to the Mautes, as the fake news headline screamed. Unfortunately, it also draws an indirect connection to the Chancellor.
MSU-IIT condemns this reprehensible act, and calls on the Government to finally address the rising and serious threat posed by fake news.

The second edition of Chancellor Sukarno D. Tanggol’s book on federalism has been released by its publisher, the MSU-IIT Office of Publication and Information (OPI).
The second, limited edition of the book is titled “Regional Autonomy and Federalism in the Philippines” from its original title “Regional Autonomy and Federalism: Concepts and Issues for the Bangsamoro Government”.
In her preface to the second edition, OPI Acting Director Dr. Christine F. Godinez Ortega said that “the book addresses the need for the layman to know more of federalism as an alternative to the present unitary form of government for the equitable distribution of resources and the giving of local government units the responsibility to chart their own destinies, but, still cognizant of the central government’s role of holding the nation together”.
UP Diliman Professor of the National College of Public Administration & Governance Dr. Alex B. Brillantes, for his part, said that “the search for an appropriate and responsive politico-administrative structure for sub-national governments continues to be a challenge in the Philippines. This is especially true for the Autonomous Region in Muslim Mindanao”. He recommends the book to “all those concerned at finding a final resolution to the Mindanao conflict” in his foreword to the first edition of the book.
Tanggol finished his Doctor of Public Administration at the University of the Philippines Diliman. In 1999-2002, he served as Philippine Ambassador to the State of Kuwait. Recently he has been reappointed as the Chancellor of the MSU-IIT. The recently-re-issued book on federalism is his second book. The first one is titled “Muslim Autonomy in the Philippines: Rhetoric and Reality” published by the Mindanao State University Press & Information Office in 1993.
The present book titled “Regional Autonomy and Federalism in the Philippines” has 155 pages and is divided into eight parts and ends with a book review by Dr. Ben Halili of Zamboanga City. Perhaps making up for not being able to organize a ceremonial investiture when Chancellor Sukarno D. Tanggol became the head of MSU-IIT in 2011, the Office of the Chancellor threw a surprise party for the “second termer” when he returned to the Institute on Wednesday (October 12) from the Board of Regents meeting and other engagements in Manila.
Wearing a pink polo shirt, and looking tired from the journey, the Chancellor’s mood lightened when he was brought to the boardroom next to his office where employees and Institute cost center heads had gathered to welcome him home and congratulate him for being re-appointed Chancellor until September 2021.
“Although, I am not a fan of pageantry, I am grateful that I have a chance to express my gratitude for the support that has been extended to me and the administration,” Tanggol told everyone at the surprise party.
Three of IIT’s Vice Chancellors who were present took turns at the podium giving short speeches for the Chancellor, and expressing their thoughts about his re-appointment.
Vice Chancellor for Administration and Finance David Almarez likened Tanggol’s first term to that of a lawmaker in Congress, as it was a “learning experience”.
“However, on his second term, we will really get things done,” Almarez said referring to Tanggol’s perceived resolution to finally address a few old complaints in the campus that were deep-seated, and which could not be given adequate attention before due to other more immediate and pressing concerns.
For his part, Vice Chancellor for Planning and Development Feliciano B. Alagao offered words of advice to the Chancellor concerning stress on the job.
“You must take more vacation trips with the wife on weekends” Alagao said alluding to the Chancellor’s habit of working on Saturdays and Sundays, and even on holidays.
Ms Beverly Faith Talpis-Tanggol, the elegant better half of the Chancellor, was also at the Boardroom to celebrate her husband’s re-appointment and to thank those who supported him.
Tanggol was renewed as Chancellor by the MSU Board of Regents (BOR) on September 30 in a unanimous decision.
The BOR followed the unanimous recommendation of the seven-member evaluation committee formed in July that assessed Tanggol’s performance as Chancellor and determined his fitness to be given a second term.
The evaluation committee was chaired by Dr. Emerlinda R. Roman, the first woman President of the University of the Philippines (2005-2011).
The surprise party had simple but delicious food, including tilapia brought in from the Hinaplanon property that was cooked in coconut milk or fried and marinated in vinegar and spices.
Mr. Eugene Leonides Legaspi of the Office of the Chancellor organized the party while Ms Sheena Gem Harun of the Office of the Vice Chancellor for Academic Affairs livened things up as emcee.
Dr. Sukarno D. Tanggol emerged from the MSU Board of Regents (BOR) meeting today in Manila with a new mandate and determination to serve as Chancellor of MSU-IIT for another five-year term.
The BOR followed the unanimous recommendation of the seven-member evaluation committee formed in July that assessed Tanggol’s performance as Chancellor and determined his fitness to be given a second term.
The evaluation committee was chaired by Dr. Emerlinda R. Roman, the first woman President of the University of the Philippines (2005-2011).
The Roman-led evaluation committee was in the campus last September 12 to conduct consultations and interviews with Institute officials, faculty and staff members, students, alumni, and representatives from the community.
Roman reported on the committee’s findings at the BOR meeting, after which, the regents immediately ratified its recommendation to allow Tanggol to serve until September 2021.
Tanggol renewed his oath of office as head of MSU-IIT at around 9:10 in the morning before Dr. Patricia B. Licuanan, chair of the BOR and Commission on Higher Education (CHEd).
“I am both happy and thankful that I have been entrusted with another chance to continue serving the MSU-IIT constituents,” Tanggol said.
Tanggol viewed his reappointment also as a challenge to follow through with projects already started, and to see that these are all carried into completion.
“From here it’s work, work, work, and more work for me,” he said.
The evaluation conducted was in accordance with the pertinent provisions of CHEd Memorandum Order (CMO) No. 16 Series of 2009, otherwise known as the Rules and Regulations Governing the Search for President of State Universities and Colleges (SUCs).
In its June meeting, the BOR decided to apply CMO No. 16 – which allowed for evaluation as an alternative to the regular search process for second termers – in the case of Chancellors of MSU campuses. It then adopted search procedures for the campus Chancellors.
The Evaluation Committee formed to determine if Chancellor Sukarno D. Tanggol shall be granted a second term in office is set to visit the campus on September 12, 2016 to conduct consultations with Institute officials, faculty and staff members, students, alumni, and representatives from the community.
The consultations and interviews will be done at the InnoHive located on the third floor of the College of Engineering and Technology (COE&T).
The seven-member committee is chaired by Dr. Emerlinda R. Roman, the first woman President of the University of the Philippines (2005-2011).
Representing the various sectors are the following members: Dr. Zenaida G. Gersana, CESO III of the Commission on Higher Education (CHEd); Dr. Oscar B. Cabanalez of the Philippine Association of State Universities and Colleges (PASUC); Prof. Marlene P. Siaron (for the academic community); Ms Regina S. Antequisa (for private sector); and Mr. Roberto N. Lim (for alumni).
Dr. Mary Joyce Guinto-Sali, Secretary to the University and the MSU Board of Regents (BOR), is the seventh member of the evaluation committee, and acts as its secretary.
The committee was formed on July 20, 2016 by virtue of Special Order No. 465 – OP, S. 2016, which was issued by MSU President Habib Macaayong.
The issuance of the S.O. was pursuant to the adoption by the BOR of search procedures for MSU campus chancellors (BOR Res. No. 92 S. 2016) during the board’s 235th meeting in Manila last June 29, 2016.
The formation of the committee is also in accordance with the pertinent provisions of CHEd Memorandum Order (CMO) No. 16 Series of 2009, otherwise known as the Rules and Regulations Governing the Search for President of State Universities and Colleges (SUCs).
In its June meeting, the BOR decided to apply CMO No. 16 – which allowed for evaluation as an alternative to the regular search process for second termers – in the case of Chancellors of MSU campuses.
The evaluation is less rigorous in terms of requirements and documents to be submitted compared to a regular search.
However, the decision to have a regular search continues to remain an option for the BOR, especially in the event they would not be satisfied by the report of the evaluation committee assessing Chancellor Tanggol’s performance.
Nevertheless, in such a situation, Chancellor Tanggol would still qualify to be included in the regular search.
The evaluation committee will consult with key Institute officials, College Deans, School Directors, and several cost centers heads of their choosing. It will also consult with 10 student leaders, including the student council president and college paper editor-in-chief.
Randomly selected faculty members, as well as representatives from the alumni association and the community, will also be interviewed.
After the evaluation committee finishes the consultations, it will then interview Chancellor Tanggol himself.
The committee’s work on campus will start with a 30-minute briefing scheduled at 8 o’clock in the morning at the COE&T’s Amphitheater.
