Professor Elmer P. Nacua, the Acting Head of the Institute’s Human Resource Management Department (HRMD) is the first licensed Psychologist and Psychometrician of the MSU System.

He joins the first 207 psychologists and 197 psychometricians across the country who were likewise granted licenses “without examinations” in accordance with the Philippine Psychology Act of 2009 that requires graduate and post graduate degrees in psychology and work experience of at least three to five years, among other requirements.

A psychologist is an academic or one who is engaged in the scientific study of mental processes and human and animal behaviors as well as in their diagnoses and treatment while a psychometrician creates and ensures that valid, fair and reliable testing or measurements are done for educational institutions, in industries and for those who take and use tests.

The Professional Regulation Commission (PRC) issued Nacua the licenses for the two related professions on July 19, 2013 at the Sofitel Philippine Plaza in Manila.

Nacua finished both his BS and MA degrees in Psychology from the University of San Carlos in Cebu City.

He joined the MSU-IIT School of Arts & Humanities now the College of Arts & Social Sciences (CASS) in 1980 as a faculty member of the Department of Psychology. He later worked for a few years in two companies in Misamis Oriental.
